Georgia Country IE Registration Online: Can You Do It Without Visiting Tbilisi?

Yes, Georgia Country IE registration online remote is fully possible for foreigners. You can become an individual entrepreneur in Georgia (the country) without visiting Tbilisi. You sign a power of attorney at home and apostille it. A Georgian representative then files it for you. The registry step itself usually takes 1-2 business days once your documents arrive.

Most foreigners want a Georgia IE for one reason. That reason is small business status, which taxes turnover at 1% up to an annual cap. You request this status separately from the Revenue Service, and you can do it remotely too.

The remote route trades a flight for paperwork. A German developer working from Berlin saves the trip. In return, the notary, apostille and courier steps usually stretch the process to 2-4 weeks.

What Remote IE Registration in Georgia Actually Means

An individual entrepreneur in Georgia is a natural person entered in the Registry of Entrepreneurs. It is not a separate legal entity. You remain personally liable for business debts with your own assets, unlike with an LLC.

Who Files on Your Behalf

Your representative files with the National Agency of Public Registry (NAPR) through a Public Service Hall (House of Justice). They act under your power of attorney. The registry then issues an extract confirming your IE status and a tax ID linked to rs.ge.

You never stand at the counter yourself. Your representative signs, submits and collects everything. The legal effect is the same as if you had walked in with your passport.

What "Online" Covers and What It Does Not

Remote registration covers the formal setup steps:

  • Registry filing at NAPR through your representative

  • Tax ID and rs.ge access for declarations and payments

  • Small business status application with the Revenue Service

It does not automatically cover everything else:

  • Bank accounts, where each bank sets its own rules on physical presence

  • Tax residency, which generally requires 183 days in Georgia within a 12-month period

  • Legal residency or a residence permit, which is a separate immigration process

Two Registrations, Not One

Registration happens in two stages. First, NAPR records you as an individual entrepreneur. Second, the Revenue Service grants small business status, which unlocks the georgia 1% tax rate.

Take a Polish UX designer based in Kraków. Her IE was registered three business days after the apostilled POA reached Tbilisi. Her small business status followed within the next week. Without that second step, she would have paid standard personal income tax rates on her profit.

The Power of Attorney: Where Remote Registrations Succeed or Fail

Most remote IE delays trace back to one document, the power of attorney. A POA that is too narrow forces you to sign a second one. That costs you another notary visit, another apostille and another courier round.

What the POA Must Authorise

Draft the POA to cover the full chain, not just the registry filing. A well-scoped POA lets your representative:

  • Register you as an individual entrepreneur at NAPR

  • Apply for small business status with the Revenue Service

  • Obtain your rs.ge portal credentials

  • Receive registry extracts and official correspondence

  • Represent you before banks, where the bank accepts POA

Banks decide independently whether they accept a representative. Some Georgian banks require the account holder in person. Check this before you assume the whole setup is remote. See our guide to opening a bank account in Georgia online for how this works in practice.

Legalising the POA Abroad

Countries in the Hague Apostille Convention use an apostille issued by their own competent authority. Countries outside it need consular legalisation, which usually adds several weeks. A certified Georgian translation then follows, notarised in Georgia.

Consider a Ukrainian developer living in Lisbon. He signed at a Portuguese notary, obtained the Portuguese apostille, and couriered the original to Tbilisi. Translation and filing took 5 business days after arrival. Our apostille and notary legalisation guide covers the country-by-country differences.

The Georgian Address Requirement

Every IE needs a registered address in Georgia. Remote founders without a local flat usually lease a legal address for this purpose. Address leasing also gives you a place to receive official letters from the Revenue Service.

When the Remote Route Is the Wrong Choice

Skip the POA route if you are flying to Tbilisi within the next month anyway. A single morning at the Public Service Hall beats three weeks of document logistics. You also avoid the cost of a foreign notary and courier.

Remote registration also makes little sense when small business status will not apply to you. Some activities, including certain consulting and licensed work, have historically been excluded. Confirm the current exclusion list on rs.ge before you start.

The same logic applies to fast-growing businesses. The annual turnover threshold for the 1% rate has historically been 500,000 GEL (about 160,000 EUR as of 2026). Confirm the current figure on rs.ge. If you expect to pass it in year one, an LLC registration in Georgia may serve you better from the start.

What Stays Identical Either Way

The tax obligations do not change with the registration method. Small business status IEs file a monthly turnover declaration through rs.ge. Historically, this has been due by the 15th of the following month.

A remote Estonian copywriter and a Tbilisi-based one file the same declaration on the same portal. Both pay 1% on turnover within the cap. The details of status rules and limits are covered in our guide to individual entrepreneur and small business status in Georgia.

When Remote IE Registration Is the Wrong Move

A remote filing usually clears the House of Justice in a few business days. Registration is only one of three things most founders need, though. The other two are a working bank account and a tax position that holds up in your home country.

Your Bank May Still Want to See You

Georgian banks run their own KYC checks, separate from NAPR. Many have historically asked non-resident applicants to appear in person, even when the IE itself was registered through a power of attorney. A registered IE without a bank account can still issue invoices. Collecting foreign payments becomes awkward, though.

Consider a Polish UX designer whose IE was registered remotely in 6 business days. She then waited 5 weeks for a planned trip to Tbilisi before her account opened. Her first two client payments sat on hold in the meantime. If you need to receive money within a month, check the current options for opening a bank account in Georgia online before you sign the POA.

Registration Does Not Make You a Tax Resident

Georgian tax residency generally requires 183 days of presence in any continuous 12-month period. Registering an IE does not change that count. A remote IE holder living in Germany or France usually stays tax resident there.

Your home country may then tax your worldwide income, including IE turnover. In that case, the 1% Georgian tax is not your final bill. The rules are covered in our guide to Georgia tax residency requirements and benefits.

Signs your home country still taxes you

  • Days spent there exceed half the year.

  • Main home or family remains there.

  • Local rules treat foreign self-employment income as domestic income.

  • Treaty tie-breakers point to your home country, not Georgia.

Your Activity Might Not Qualify for Small Business Status

Small business status has an exclusion list. Historically, certain consulting activities and work requiring a license or permit have been on it. Read the current list on rs.ge before you register.

An IE without small business status falls under general rules. That means the standard 20% personal income tax on taxable income. A remote registration is wasted effort if your real goal was the 1% rate and your activity is excluded.

After NAPR Approves: Getting Your IE Working Remotely

NAPR approval gives you a legal entity on paper. Five more steps turn it into a business that can invoice and pay tax. A representative can handle most of them under the same POA, if the POA's scope covers them.

Step 1: Collect the Registry Extract and Identification Code

NAPR issues an electronic extract from the Registry of Entrepreneurs. It lists your name, legal address, activity and an identification code. That code works as your tax ID with the Revenue Service.

Keep a PDF of the extract. Banks, clients and payment platforms ask for it.

Step 2: Activate Your rs.ge Account

The Revenue Service creates a taxpayer cabinet on rs.ge for each new IE. Your representative typically receives the first login details. Change the password and the linked contact details as soon as you take over.

Step 3: Apply for Small Business Status

Small business status is not automatic. You apply through rs.ge after registration, and the Revenue Service decides on the application. Income earned before the status applies falls under the general regime.

A Ukrainian backend developer learned this in his first week. He invoiced a client for 3,000 EUR on day 3, before his status was approved. That payment was taxed under general rules, not at 1%. Apply for status before you send your first invoice.

Steps 4-5: Invoicing and Your First Declaration

Most remote IE holders invoice foreign clients in EUR or USD. For tax purposes, foreign-currency income converts to GEL at the National Bank of Georgia official rate on the day you receive it. Keep a simple log of each payment, its date and the NBG rate.

Then file the monthly declaration, even for a month with zero income. Missing a nil return still triggers penalties. The full calendar sits in our guide to Georgia monthly and annual tax deadlines.

The NAPR fee itself is small. For standard processing it has historically been around 50 GEL (about 17 EUR), with higher fees for faster service. Confirm the current tariff with the House of Justice as of 2026 before you budget.

Where the Calendar Actually Goes

NAPR processing is the fastest part of the chain. The slow parts happen before your documents reach Tbilisi. Most remote registrations take 2-4 weeks end to end.

The main delays

  • Apostille queues in your home country, which vary by region and season.

  • Consular legalization if your country is outside the Hague Apostille Convention, which can add several weeks.

  • Courier transit and customs, usually 3-7 business days.

  • Rejected POAs that need re-signing, which restart the whole chain.

The apostille step is where most first-timers lose time. Our guide to the apostille and notary legalization process in Georgia explains which route applies to your country.

Recurring Costs After Year One

Registration costs end once the IE is live. Ongoing costs depend mostly on whether you file yourself. A freelancer with three foreign clients and steady monthly income can often handle rs.ge filings alone after a few months of practice.

Someone with irregular income or many small payments usually pays a local accountant. The legal address contract also renews, often yearly. Budget for both before comparing a remote IE with alternatives in your home country.

Frequently Asked Questions

Your IE stays valid, because the registry links to you as a person, not to one document. Update your passport details with NAPR and your bank when you renew. Banks often freeze outgoing transfers when the passport on file has expired, so do this within days of renewal.

Yes, if you grant them access rights on rs.ge or sign a separate authorization. Many remote IE holders hand ongoing filings to an accountant through tax accounting and bookkeeping services. You remain legally responsible for every declaration, so review the figures before each submission.

Georgia has no direct conversion from an IE into an LLC. You register the LLC as a new legal entity, then either close the IE or keep it for different work. If you expect to hire staff or bring in partners within a year, compare both structures before registering anything.

No. Registering an IE does not create any right to live in Georgia or extend your visa-free stay. Residence permits follow separate rules handled by the Public Service Hall, and an IE alone is not usually enough to qualify.

Sign a revocation before a notary, then send a copy to your representative and any institution that relied on the POA. A safer approach is to set an end date when you draft the POA. A 3-6 month term covers registration, status and bank steps without leaving open-ended authority.

Exceeding the annual cap ends the 1% treatment for the excess, and the Revenue Service can move you to general rules. The exact cap and transition rules change over time, so confirm them on rs.ge each year. Track cumulative GEL turnover monthly, especially if a large EUR contract lands late in the year.

Personal crypto gains and a business activity are treated differently in Georgia. Resident individuals have generally been exempt from tax on certain crypto gains, which our guide on 0% capital gains for resident individuals covers. Registering crypto activity under an IE can pull that income into business taxation instead, so get advice before you file.
