Georgia Country Tax Identification Number (TIN): Full Guide for Foreign Founders
The tax identification number Georgia Country authorities issue (TIN) is the code that ties every tax filing, invoice and bank account to one taxpayer. In Georgia (the country), a company receives a nine digit identification code at registration, and that code serves as its TIN. Individuals use a personal number. Foreigners can get either without moving to Tbilisi.
Most foreign founders never apply for a TIN as a separate step. The number arrives as a by-product of something else, usually company registration at the House of Justice or individual entrepreneur registration. That is why many people only discover which TIN they hold when a bank, client or accountant asks for it.
The type of TIN you hold decides which tax regime you sit in. A freelance designer from Poland billing EU clients and a two-founder SaaS startup from Germany both need a TIN. They need different ones, with different filing duties. This guide covers how each number works, how to get it remotely, and how the choice shapes your tax in Georgia.
What a Tax Identification Number in Georgia Country Actually Is
Georgia runs a single identifier system. The same code a company receives from the National Agency of Public Registry (NAPR) is the code the Revenue Service uses on rs.ge. There is no second "tax number" to request.
The company TIN: the identification code
Every LLC, joint stock company or branch gets a nine digit identification code on the day of registration. This code appears on:
the registry extract issued by the House of Justice
every invoice and contract the company signs
the company's account on the rs.ge taxpayer portal
bank onboarding forms and payment orders
A Dutch founder who registers an LLC on a Monday typically has the code by the next business day. Corporate tax returns, VAT and payroll all follow from it.
The individual TIN: the personal number
Georgian citizens use their 11 digit personal number as their tin georgia identifier. Foreigners get a personal identifier in one of three ways:
Residence permit: the permit carries a Georgian personal number.
IE registration: registering as an individual entrepreneur assigns an identifier tied to your passport.
Revenue Service registration: a foreigner with Georgian income, such as rent, can register as a taxpayer directly.
Why the distinction matters
A company TIN and a personal TIN carry different tax rates and different reporting calendars. Income tax in Georgia country for individuals is a flat 20%. Companies pay 15% only when profit is distributed. Holding the wrong number for your activity means paying the wrong regime from day one.
How Foreign Founders Get a TIN in Georgia
The fastest path to a TIN in Georgia takes one to two business days. The route depends on which entity you register, not on your nationality. Citizens of nearly every country can register without a Georgian visa or residence permit.
Route 1: register an LLC
Company registration at the House of Justice generates the company TIN automatically. You do not file anything extra with the Revenue Service to activate it.
Founders can attend in person or appoint a representative through a notarised power of attorney.
A POA signed abroad needs an apostille and a certified Georgian translation.
The company needs a legal address in Georgia on the founding documents.
A Canadian founder working through a representative can hold a registered Georgian LLC and its TIN within a week of signing the POA. Most of that week goes to courier and apostille time.
Route 2: register as an individual entrepreneur
IE registration also happens at the House of Justice. The registration assigns you an identifier as a taxpayer, which becomes your TIN for business income.
Our IE registration service handles both steps in sequence so no invoice goes out under the wrong rate.
Route 3: register directly with the Revenue Service
Some foreigners have Georgian income but no business. The classic case is an investor renting out a Batumi apartment. They register as a taxpayer with the Revenue Service, receive a TIN, and can then apply the georgia tax on rental income 5% regime for residential rent. Confirm current eligibility conditions on rs.ge before signing a lease.
Company TIN vs Personal TIN: Which One Fits Your Business
Feature | Company TIN (LLC) | Personal TIN (IE or individual) |
Issued by | NAPR at company registration | NAPR at IE registration, or Revenue Service |
Format | Nine digit identification code | 11 digit personal number or assigned ID |
Main tax on profit | 15% on distributed profit, 0% if retained | 20% flat, or 1% of turnover with Small Business Status |
Dividends to owner | 5% withholding on payout | Not applicable, income is already personal |
Liability | Limited to company assets | Personal assets exposed for IE debts |
Filing rhythm | Monthly declarations for distributions and payroll | Monthly turnover declaration plus annual return for SBS |
Typical user | Teams, investors, IT exporters | Solo freelancers, consultants, landlords |
When a company TIN pays off
The company TIN wins once you plan to reinvest. A three-person development studio earning 400,000 GEL (about 135,000 EUR) a year can keep profit inside the LLC at 0%. It pays 15% only when it pays dividends. This model, explained in our corporate income tax guide, shapes most taxes for IT company in Georgia decisions.
An LLC can also apply for Virtual Zone status. That status exempts qualifying IT services sold abroad from corporate tax. An IE cannot hold it.
When a personal TIN is the better choice
An LLC is the wrong choice for a solo freelancer with modest, steady turnover. A copywriter from Spain billing 4,000 EUR a month has no use for retained profit. Under Small Business Status, that copywriter pays 1% of turnover. Running an LLC instead adds a 5% dividend tax, monthly reporting and higher accounting and bookkeeping services in Georgia costs.
Small Business Status has an annual turnover ceiling and a list of excluded activities. Check the current threshold on rs.ge before you commit. Crossing it mid-year moves you to the standard regime.
A personal TIN also matters for georgia country tax on foreign income for residents. Resident individuals are generally not taxed in Georgia on foreign-source income.
What Your TIN Triggers After Registration
A tax identification number in Georgia (the country) starts the compliance clock on the day you register. From that point, the Revenue Service expects a declaration for every reporting period, whether you earned anything or not.
Monthly Filing Starts Immediately
An Individual Entrepreneur with Small Business Status files a monthly turnover declaration by the 15th of the following month. If you register on 20 March, your first declaration covers March and is due by 15 April.
A month with zero income still needs a zero declaration. Many new founders skip this, assuming silence equals nothing owed. The system logs it as a missed filing.
LLCs follow a similar monthly rhythm for dividends, payroll withholding and other distributions. The full calendar for both structures is in our guide to Georgia's monthly and annual tax deadlines.
Banks and Clients Will Ask for It
Your TIN becomes the reference number for almost every business relationship in Georgia. Expect to supply it in these situations:
Bank onboarding for a business account, together with your registration extract
Invoices to Georgian clients, who need it for their own expense records
Contracts with local landlords, suppliers and service providers
Payment platforms that verify the business behind a merchant account
A Polish UX designer who registered as an IE in late 2025 typically opens a business account within 3-5 business days of receiving the extract. See how this works remotely in our guide to opening a bank account in Georgia online.
VAT Registration Is a Separate Trigger
Your TIN does not make you a VAT payer by default. VAT registration becomes mandatory once taxable turnover crosses a 12 month threshold. That threshold has historically been 100,000 GEL (about 34,000 EUR), so confirm the current figure on rs.ge as of 2026.
Exported services to foreign clients are often outside Georgian VAT. Mixed local and foreign revenue needs a closer look.
When Getting a TIN Is the Wrong Move
Not every foreigner in Georgia should register a business. Avoid it in these cases:
Salaried remote employees of a foreign company with no Georgian clients, where an IE adds filings without saving tax
Short stays under a few months, where you will leave before the structure pays off
Activities excluded from Small Business Status, where the IE would fall into the standard 20% personal income tax regime
The residency rules are explained in our guide to Georgia tax residency requirements and benefits.
How to Set Up Your rs.ge Taxpayer Account
Collect your registration extract and TIN
Obtain rs.ge login credentials
Verify a Georgian phone number
Apply for Small Business Status, if eligible
Link your bank account details
Submit your first monthly declaration
Receiving a TIN is only half the job. The taxpayer portal on rs.ge is where you declare income, pay tax and request certificates. Most founders complete this setup in 2-4 business days.
Getting Access to the Portal
Credentials and Verification
The Revenue Service issues a username and password once your registration is complete. You can obtain these at a Public Service Hall or through an authorised representative.
The portal sends one time codes by SMS to a Georgian phone number. A foreign SIM often fails to receive them. Buy a local SIM with your passport before you start, which usually takes under an hour in Tbilisi or Batumi.
Language and Interface
The portal works in Georgian, with partial English support. Declaration forms use Georgian field names. Many foreign founders let an accountant handle filings for this reason alone.
Applying for Small Business Status
Small Business Status is not automatic. You apply for it through the portal or at a service hall after the IE is registered. Until it is granted, the standard regime applies.
Apply in the same month you register. A German marketing consultant who registered on 3 February and applied on 5 February had status confirmed before her first invoice. A founder who waits six weeks may owe standard rate tax on income earned in the gap.
Filing Your First Declaration
The first declaration is the one most likely to go wrong. Keep these points in mind:
Report gross turnover, meaning every receipt before expenses
Convert foreign currency at the official National Bank of Georgia rate on the day you received the payment
Pay by the same deadline as the filing, since a filed but unpaid return still accrues interest
Keep invoices and bank statements, as the Revenue Service can request them during an audit
The currency rule catches many founders paid in EUR or USD. Using the rate on the invoice date instead of the receipt date creates small errors that add up over a year.
If you registered remotely, the same portal setup applies. Our guide to [Remote LLC Registration in Georgia Country via Power of Attorney](https://www.gegidze.com/post/remote-llc-registration-in-Georgia Country -step-by-step-guide-using-power-of-attorney-poa-for-foreigners) covers how a representative can manage this on your behalf.
TIN Costs, Timelines and Common Mistakes
Item | Applies To | Typical Timeline | Cost Basis (as of 2026) |
IE registration and TIN | Individuals | 1 business day | House of Justice fee, check current rate |
LLC registration and TIN | Companies | 1-2 business days | House of Justice fee, varies by speed |
Small Business Status | IEs only | 1-5 business days | No state fee |
rs.ge portal credentials | All taxpayers | Same day | No state fee |
Tax residency certificate | Residents | Up to about 10 business days | Revenue Service fee, check rs.ge |
Apostille on foreign documents | Remote founders | Depends on issuing country | Set by the issuing country |
Monthly accounting support | Optional | Ongoing | Market price, varies by volume |
State fees for registration vary with the processing speed you choose. Confirm current amounts with the House of Justice before you file. The larger ongoing cost for most founders is accounting, not registration.
Mistakes That Cost Foreign Founders Money
These errors appear again and again among new registrants:
Late Small Business Status application, which leaves early income taxed at standard rates
Missed zero declarations, which build penalties during quiet months
Wrong exchange rate, which skews turnover and can push you toward the threshold sooner than expected
Personal account for business income, which makes turnover harder to prove during an audit
Keeping Your TIN in Good Standing
A clean record matters beyond penalties. Banks review your filing history when you apply for credit or higher limits. The Revenue Service also checks it before issuing a tax residency certificate.
A Ukrainian developer with 18 months of on time filings can usually get a residency certificate without extra questions. A gap of unfiled months often triggers requests for explanations first.
Frequently Asked Questions
Does my TIN expire if I stop working?
No. Your TIN stays active until you formally deregister the IE or liquidate the company through the House of Justice. Until then, monthly declarations remain due, even at zero. Leaving Georgia without closing the registration is a common way founders build up penalties without knowing it.
Can I switch from an IE to an LLC and keep the same TIN?
No. An LLC is a separate legal person and receives its own identification code at registration. Your personal IE number stays with you. Plan to update contracts, invoices, bank details and payment platform records with the new company code during the switch.
What happens if I miss a monthly declaration?
The Revenue Service applies a late filing penalty plus interest on any unpaid tax. Penalty amounts are revised from time to time, so confirm current figures on rs.ge. Repeated misses can also delay certificates you need, such as a tax residency certificate for treaty claims.
Is my TIN the same as a tax residency certificate?
No. The TIN identifies you as a taxpayer. A residency certificate is a separate document you request through rs.ge once you meet the 183 day test. Foreign banks and tax offices usually want the certificate, not the TIN, when you claim double tax treaty relief.
Does a foreign company need a Georgian TIN to work with Georgian clients?
Usually not, if it has no office, staff or other taxable presence in Georgia. The Georgian client may need to withhold tax at source on certain payments. Once the foreign company opens a branch or office, it creates a taxable presence and must register.
Can my accountant file declarations with my TIN?
Yes. You can grant an accountant access through the rs.ge portal or by power of attorney. A power of attorney signed abroad usually needs an apostille and a certified Georgian translation, as explained in our guide to the apostille and notary legalization process in Georgia. You remain legally responsible for what is filed.
Can I hold a personal IE TIN and own an LLC at the same time?
Yes, and many founders do. A Dutch consultant might bill solo advisory work through an IE while owning shares in an LLC for a product business. Each entity files separately. Keep the activities clearly distinct, since mixing the same work across both can raise questions about Small Business Status eligibility.
