Tax Residency Certificate from Rs.ge: Application Walkthrough
A Georgia tax residency certificate is an official Revenue Service document confirming you are a tax resident of Georgia (the country) for a specific calendar year. You request it online through your rs.ge account. You qualify by spending 183 days in Georgia within any continuous period of 12 months, or by holding high net worth status.
The certificate matters most when another country wants to tax the same income. A foreign client withholding tax on your invoices will usually ask for it first. So will a former home country that questions where you now live.
The application itself is short. The details around it cause most delays. Requesting the wrong year, sending an untranslated copy, or skipping an apostille can push a foreign tax office to reject your claim. Georgia is a party to the Hague Apostille Convention, so legalising the certificate for abroad follows a standard route. If you are still working out whether you qualify at all, start with our guide to Georgia tax residency rules and how to qualify.
What a Georgia Tax Residency Certificate Actually Proves
The certificate answers one narrow question. Was this person or company a Georgian tax resident during a named calendar year? It says nothing about your visa, your citizenship or how much tax you paid.
Residency for one tax year at a time
Georgia's tax year runs from 1 January to 31 December. Each certificate is tied to one of those years.
Current year: you can request it once you have already crossed the 183 day mark.
Past years: you can request certificates for earlier years you qualified in.
Future years: you cannot get one in advance based on planned presence.
A certificate for 2025 does not cover income received in 2026. Foreign payers often ask for a fresh one each year.
Who issues it and in what form
The Revenue Service issues the certificate through its online portal at rs.ge. The document arrives electronically and carries a verification feature the recipient can check. Our breakdown of what rs.ge says and what it means for you explains how the portal account works.
Many foreign tax offices accept the electronic version as it stands. Others insist on an apostilled copy, which we cover later in this walkthrough.
Who can apply
Three groups typically qualify:
Individuals who spent at least 183 days in Georgia in a continuous 12 months ending in the tax year.
High net worth individuals granted that status by the Revenue Service. Confirm current asset and income thresholds on rs.ge.
Georgian companies, such as an LLC registered with the House of Justice, which are residents by incorporation.
An individual entrepreneur applies as an individual, not as a business.
Who Asks for the Certificate, and Why
Georgia has signed double tax treaties with more than 50 countries. Nearly every treaty claim starts with this one document. Without it, a foreign payer has no basis to apply anything but its domestic rules.
Treaty relief on income from abroad
Treaties often cut or remove withholding tax on dividends, interest and royalties paid across borders. The payer carries the risk if it applies a lower rate wrongly. So it wants proof on file.
Take a Czech developer who moved to Tbilisi in February. She still owns shares in a Prague company. She passes 183 days in August, applies through rs.ge, and sends the certificate to the Czech company. The payer can then apply the treaty rate instead of the full domestic rate.
Banks, brokers and exit paperwork
Treaty claims are not the only use. The certificate also supports:
Bank self certifications under the Common Reporting Standard, when you declare a new tax residence.
Broker and platform checks, where the provider must confirm which country to report your account to.
Departure filings with your former tax office, as evidence you have moved your tax home.
A bank may accept your word for a while. A tax authority in a high tax country rarely will.
When the certificate will not protect you
Some readers expect the certificate to end every claim from their old country. It does not. If you keep a family home, a spouse or your main business back home, that country may still treat you as resident under its own law.
Tax Residency Certificate vs Residence Permit
Feature | Tax residency certificate | Residence permit |
Issuing body | Revenue Service, via rs.ge | Public Service Development Agency, via Public Service Hall |
What it proves | Tax status for one calendar year | Legal right to live in Georgia |
Main basis | 183 days of presence or HNWI status | Work, business, property, study or family ties |
Period covered | One calendar year, current or past | Fixed term printed on the permit |
Typical audience | Foreign tax offices, payers, brokers | Border officers, landlords, employers |
Needs the other document | No | No |
Why people confuse the two
Citizens of many countries can stay in Georgia visa free for up to a year. That long window means plenty of people hit 183 days without ever applying for a permit.
A British designer can arrive in January, work remotely from Tbilisi, and qualify for tax residency by early July. She never visits the Public Service Hall. The certificate she downloads from rs.ge is all a foreign tax office needs to see.
When a permit still makes sense
A permit becomes useful when your stay outlasts the visa free window, or when a landlord, school or local employer wants proof of legal status. Some banks also feel more comfortable onboarding permit holders, even though tax residency does not depend on one.
Permit applications often rely on documents issued abroad, such as diplomas, marriage records or police certificates. Those papers must be apostilled in the issuing country and translated into Georgian before submission. Our guide to apostille and notary legalisation in Georgia covers how to certify documents for use in Georgia. The reverse direction, sending your Georgian certificate abroad, follows a different path.
Preparing Your Rs.ge Application
Get Access to the Rs.ge Portal First
Every Georgia tax residency certificate request starts in your personal cabinet on rs.ge, the Revenue Service portal. Most foreigners receive login credentials when they register as a taxpayer, for example when they set up an Individual Entrepreneur.
Employees with no registration of their own may not have a cabinet yet. You can request access at a Revenue Service service centre with your passport. Our guide to what rs.ge shows and what it means for you explains the portal sections you will use.
Rebuild Your Day Count Before the Revenue Service Does
Tax residency generally requires 183 days in Georgia within any continuous 12-month period ending in the tax year. The Revenue Service checks your claim against official border-crossing records, so your own count must match theirs.
Take a Polish UX designer who landed in Tbilisi on 10 February 2025 and left on 15 November. She spent three weeks in Poland in July. That gives roughly 258 days in Georgia, well clear of the threshold.
Common Day-Count Traps
Visa runs: each trip to Armenia or Turkey creates an exit and an entry in the border database.
Passport renewal: a new passport number can split your travel history into two records.
Dual citizenship: entries made on a second passport may not appear under your main one.
Borderline totals: a count of 185 days leaves no margin for a single recording error.
Decide Which Country and Year You Need
The certificate confirms residency for a defined period, and it often names the country where you will use it. Ask the requesting party three things before you apply: the year they need, the language they accept, and whether they require their own form.
If you are still unsure you qualify, check the full residency tests first. Our guide to Georgia country tax residency rules for 2026 covers the 183-day rule and the alternative routes.
Walking Through the Rs.ge Application
Filing the Request
The portal menu labels have changed over the years. Look for the section that handles applications or requests to the Revenue Service. The core steps have stayed consistent:
Log in to your rs.ge cabinet with your username, password and SMS code.
Open the applications section and start a new request.
Select the tax residency certificate from the list of available document types.
Enter the details: the tax year or period, the country where you will use the certificate, and the language.
Attach supporting files if the form asks for them, such as a passport copy or a foreign form.
Submit and note the application number for tracking.
Your entries must match your passport exactly. A German founder who types "Mueller" when the passport reads "Müller" may get a certificate that a German bank rejects on sight.
After You Submit
Simple requests often come back within a few business days. Requests that trigger a manual check of your travel history take longer. The Revenue Service publishes its current service times and any fees on rs.ge, so confirm them before you set a deadline with a bank or client.
The Revenue Service may send clarifying questions through the portal's message inbox. Check it every day while your request is open. An unanswered question can stall the file without any email alert.
Getting It Ready for Use Abroad
The certificate arrives as an electronic document you download from your cabinet. Some foreign banks and tax offices accept that file directly. Others insist on a paper copy with an apostille.
Georgian apostilles are issued through the Public Service Hall, the House of Justice network. The process runs in reverse to the one for foreign documents described earlier:
Print the certificate or obtain an official paper copy.
Request the apostille at a Public Service Hall, choosing standard or expedited processing.
Translate it into the recipient's language if they require it, using a certified translator.
Send the apostilled original, not a scan, unless the recipient confirms a scan is enough.
Some tax authorities send their own residency form instead of accepting the Georgian document. You can upload that form with your request and ask the Revenue Service to complete and stamp it. Expect this route to take longer than a standard certificate.
Costs, Timelines and Refusals
Item | Handled by | Typical timeline (as of 2026) | How the cost is set |
Standard certificate request | Revenue Service via rs.ge | A few business days, longer if travel data is checked | Revenue Service fee schedule, check rs.ge |
Foreign authority's own form | Revenue Service | Usually longer than the standard certificate | Revenue Service fee schedule, check rs.ge |
Apostille on the certificate | Public Service Hall | Same day to several business days, by speed chosen | Fee rises with faster processing |
Certified translation | Licensed translator, often with notary | 1-3 business days | Per page, set by the translator |
Power of attorney for a representative | Georgian notary | Usually same day | Notary fee per document |
Repeat request next year | You or your representative | Each new tax year | Same fees apply again |
Why Requests Get Refused
Most refusals trace back to a short list of problems. Each one is avoidable if you check before you file:
Too few days: the border records show under 183 days for the period you requested.
Wrong period: you asked for a year in which you had not yet reached the threshold.
Data mismatch: your name or passport number differs from the border records.
Unanswered queries: the Revenue Service asked a question through the portal and received no reply.
A refusal is not a penalty. You can correct the issue and apply again once the facts support your claim.
When a Certificate Will Not Settle the Question
A Georgian certificate proves Georgian residency. It does not cancel residency elsewhere. If your home country still treats you as resident under its own law, the double tax treaty decides which country wins.
Treaties usually follow the OECD tie-breaker order: permanent home, centre of vital interests, habitual abode, then nationality. A Dutch consultant who spends 200 days in Tbilisi but keeps his family home and children in Rotterdam will likely lose that test. The certificate alone will not protect him.
Your filings in Georgia also need to tell a consistent story. Annual declarations, IE turnover reports and the certificate should all point the same way. If you want a professional to keep those records aligned, our tax accounting and bookkeeping team handles filings for residents and their companies.
Frequently Asked Questions
Can I get a certificate for the current year before I reach 183 days?
No. The Revenue Service certifies a period in which you have already met the test. If you arrived in Georgia on 1 August 2025, you would cross 183 days around early February 2026. You could then request a certificate for 2026, since the 12-month window ends in that tax year.
How long does a Georgia tax residency certificate stay valid?
The certificate covers a specific period, usually one tax year, so it does not "expire" in the usual sense. Many banks and counterpart tax authorities still ask for one issued within the last 12 months. Plan to request a fresh certificate each year you need to prove residency.
Can a Georgian company get a residency certificate too?
Yes. A legal entity registered in Georgia, such as an LLC, is a Georgian tax resident and can request a certificate through its own rs.ge cabinet. Companies use it to claim reduced withholding tax on payments from treaty countries. The director or an authorised person files the request.
Can someone else apply on my behalf?
Yes, an accountant or lawyer can file with a power of attorney. A power of attorney signed in Georgia needs a Georgian notary. One signed abroad must carry an apostille and a certified Georgian translation before the Revenue Service will accept it.
What happens if I renewed my passport during the year?
Border records are linked to the passport you used at each crossing. After a renewal, your travel history may sit under two passport numbers. Mention both numbers when you apply, and keep the old passport, so the Revenue Service can combine the records.
Does leaving Georgia mid-year cancel my residency for that year?
Not if you already spent 183 days there within the relevant 12-month period. A Ukrainian developer who stayed from January to mid-August 2025 remains resident for 2025 even after relocating to Spain. The following year is a separate test, and Spain may claim residency for it.
Will paying 1% as an Individual Entrepreneur make me a tax resident?
No. The small business status is a tax regime, not a residency test. A non-resident can hold IE status and pay 1% on qualifying turnover without ever receiving a certificate. Our guide to Individual Entrepreneur small business status explains how the regime works on its own terms.
