How to Make Sure That The Tax Invoice Confirmation Rule Does Not Lock You Out of rs.ge

Since 1 October 2026, Georgia's Revenue Service has applied a new tax invoice confirmation rule that can lock businesses out of the rs.ge portal. If any tax invoice your company has received is still pending on the 5th of the month, every user on the account loses access to all e-services except the invoice modules. The rule affects every VAT-registered business that receives tax invoices, including foreign-owned LLCs.
Why This Matters
The restriction is an access block, not a fine, and that makes it disruptive. Every e-service other than the invoice modules is switched off, including the tools used for declarations and certificates, until the pending invoices are cleared.
It also applies to the whole account at once. The primary user and every sub-user are restricted together, so one stale invoice can stop an entire finance team or an outside accountant. Founders who run a Georgian LLC from abroad and log in rarely face the highest risk, because a supplier invoice can sit unnoticed for weeks.
How the Tax Invoice Confirmation Check Works
The check runs on the 5th day of each month and looks at invoices from the previous reporting period. If your company still has tax invoices or special tax invoices awaiting confirmation on that day, the restriction applies.
From then on, every login shows a mandatory red notice stating that access to service.rs.ge is restricted. Access returns immediately once each pending invoice is either confirmed or rejected. Rejection counts, so an invoice you dispute is better rejected than left open.
The Revenue Service says the aim is to stop a common knock-on problem: when buyers leave invoices unconfirmed, issuers often cannot include them in their VAT declaration on time and have to file amended returns. Before launch, it ran a voluntary pilot of SMS reminders to VAT taxpayers.
What the Published Rules Cover
The procedure was announced by the Revenue Service on its official news page and has applied since 1 October. In September, advisory firm IBCCS reported that it had not found a published legal act setting out every procedural detail. The portal behaviour described in the announcement is what taxpayers should plan around.
Two points matter most for foreign founders. The rule targets the recipient of an invoice, so a company that rarely issues invoices is still exposed if suppliers bill it. Input VAT deduction in Georgia already depends on a matching e-invoice on the portal, so prompt confirmation protects deductions as well as access. If your company is newly VAT registered in Georgia, build this step into your monthly routine from the start.
What To Do Now
Log in to rs.ge and open the Tax Invoice module to check for pending invoices, starting today.
Confirm or reject every received invoice before the 5th of each month.
Name one person responsible for the queue, whether that is a staff member or your accountant.
Ask regular suppliers to invoice early in the month so nothing arrives after your review.
If you are locked out, clear the pending invoices first; access returns straight away.
The tax invoice confirmation rule is a small administrative step with a heavy consequence. A short monthly review before the 5th, handled in house or through outsourced accounting and bookkeeping, keeps the portal open and your filings on schedule.
